  20.          MS. MYERS:  Good morning.  The only two events on the 
  21. President's schedule today are the 250th anniversary of the birth of 
  22. Thomas Jefferson at noon at the Jefferson Memorial, which is open 
  23. press.  And at 8:30 p.m. he will participate in a satellite town 
  24. meeting with Chamber of Commerce around the country at the Chamber of 
  25. Commerce Building.  At that will be 30 minutes.
  26.          
  27.          Q      What's his speech?  Will it be strictly devoted to 
  28. the Declaration of Independence and so forth?
  29.          
  30.          MS. MYERS:  He'll talk about Jefferson, but I think he 
  31. will tie it to current events.
  32.          
  33.          Q      Like the stimulus package?  (Laughter.)
  34.          
  35.          Q      Jefferson would have passed the stimulus package?
  36.          
  37.          Q      Jefferson would have voted for stimulus, is that 
  38. it?  
  39.          
  40.          MS. MYERS:  All things are connected in our world.  
  41. Someone pointed out yesterday the Louisiana Purchase was the largest 
  42. stimulus package in the history of the country.  (Laughter.)  I don't 
  43. think that's in the speech, though.
  44.          
  45.          Q      Is it possible to have it in advance since it's 
  46. written?
  47.          
  48.          MS. MYERS:  I don't know --
  49.          
  50.          Q      First page --

  52.          Q      Really get it down much better.

  54.          MS. MYERS:  If we have a final draft in advance of the 
  55. speech I'll be happy to give you copies.

  57.          Q      And tonight is --
  58.          
  59.          Q      What about tonight?  How is that going to work?  
  60. Are there people in the audience?  What can you tell us about it?
  61.          
  62.          MS. MYERS:  I believe there will be both people in the 
  63. audience and then people at various Chamber of Commerce locations 
  64. around the country, which they'll connect via satellite.
  65.          
  66.          Q      Is it Q&A?
  67.          
  68.          MS. MYERS:  Yes, it's Q&A.  And I will try to get you 
  69. more information as soon as we have it on exactly what cities will be 
  70. connected.

  72.          Q      Will it be similar to the one in Detroit?
  73.          
  74.          MS. MYERS:  I don't think it will be quite that.  Fancy, 
  75. for lack of a better term.

  77.          Q      And it will be piped in here, all of it?

  79.          MS. MYERS:  I believe so.

  81.          Q      And we'll be able to hear the questions?

  83.          MS. MYERS:  You should be able to hear the whole thing.  
  84. And I assume we'll have the satellite coordinates as well, which I'll 
  85. double-check on.

  87.          Q      What will Riley and Reich do then afterwards?
  88.          
  89.          MS. MYERS:  The Riley and Reich event is tomorrow.
  90.          
  91.          Q      It says on the schedule --

  93.          Q      No, it says they're there tonight.

  95.          MS. MYERS:  Oh, I'm sorry.  I'll have to check on what 
  96. their role is in it, but they're also having the event tomorrow, 
  97. which is summer jobs.

  99.          Q      So the President just comes and does his thing and 
  100. then leaves and it goes on, is that the deal?
  101.          
  102.          MS. MYERS:  Correct.  He's only there until his portion 
  103. ends at 9:00 p.m., and then he comes back to the White House.

  105.          Q      It shows 8:50 p.m., I think, on the schedule.

  107.          MS. MYERS:  It's 8:30 p.m. to 9:00 p.m. on my schedule, 
  108. back here by 9:10 p.m.

  110.          Q      Where is it?

  112.          MS. MYERS:  Chamber of Commerce Building.

  114.          Q      Does he take questions? 
  115.          
  116.          MS. MYERS:  Yes.  It's back and forth.

  118.          Q       From people out there.

  120.          MS. MYERS:  Correct.

  122.          Q      Tomorrow -- is that a morning event also?
  123.          
  124.          MS. MYERS:  I'm not sure what the timing is tomorrow.  
  125. It's sometime during the day in Crystal City.

  127.          Q      That's just a straight speech?
  128.          
  129.          MS. MYERS:  Yes.
  130.          
  131.          Q      Has the President been in contact with Dole since 
  132. he said he had egg on his face?
  133.          
  134.          MS. MYERS:  Not that I know of.  The event tomorrow is 
  135. sponsored by the Education and Labor Department.
  136.          
  137.          Q      And the topic?
  138.          
  139.          MS. MYERS:  The topic is the creation of summer jobs --
  140. private-public partnerships to create more summer jobs.
  141.          
  142.          Q      Major speech?
  143.          
  144.          MS. MYERS:  It'll be a good speech.  It will focus on 
  145. creating summer jobs, the stimulus package.
  146.          
  147.          Q      Oh, yeah?  No kidding -- good speech?  (Laughter.)
  148.          
  149.          MS. MYERS:  I know -- once again, going out on a limb. 
  150.          
  151.          Q      You're really going out there.  You've got to be 
  152. careful.  (Laughter.)
  153.          
  154.          Q      There's a report, I guess in the Dallas paper of 
  155. FBI officials privately complaining that they have not been able to 
  156. come up with a game plan for Waco, for storming the place or doing 
  157. what one would want to do, because of resistance from the White 
  158. House, that the White House has ordered no action at all.  Can you 
  159. tell me first of all, how often is the President briefed on this?  Is 
  160. there a presidential policy restricting the law enforcement 
  161. officials' ability to develop a strategy --
  162.          
  163.          MS. MYERS:  First of all, the President is updated on 
  164. the situation on a daily basis.  He's made aware of what's happening 
  165. in Waco.  
  166.          
  167.          Q      By whom?
  168.          
  169.          MS. MYERS:  During his morning intelligence briefings.  
  170. I can't reveal exactly the nature of those briefings and I haven't 
  171. seen the stories, so I'll have to get back to you on that.
  172.          
  173.          Q      Can I just follow up?  Have orders gone out?  Over 
  174. the weekend Lloyd Bentsen said that any action would have to be 
  175. approved by him.  Is it at the presidential level or is it at the 
  176. Treasury Secretary's level that action against Koresh would be taken?
  177.          
  178.          MS. MYERS:  Again, let me get back to you on that.
  179.          
  180.          Q      Well, you don't know if shots are being called from 
  181. here in terms of that situation?
  182.          
  183.          MS. MYERS:  I want to take a look at the story first and 
  184. -- I mean, clearly, the ATF falls under the jurisdiction of the 
  185. Secretary of the Treasury.  The President is being kept aware of it, 
  186. but I would hate to venture from this podium right now that the 
  187. President is blocking decisions that are being made there.
  188.          
  189.          Q      Does he have an FBI Director?  A new one?
  190.          
  191.          MS. MYERS:  We'll let you know as soon as there is a 
  192. decision on that issue.
  193.          
  194.          Q      She's going to read the report someday?  
  195. (Laughter.)
  196.                
  197.          MS. MYERS:  She has, in fact, made clear that she will 
  198. review the report and report to the President on her findings.
  199.          
  200.          Q      But when she's told to review it?
  201.          
  202.          MS. MYERS:  It is -- we believe that the Attorney 
  203. General is very capable of making that review as she sees fit.
  204.          
  205.          Q       She's waiting for Passover and the word from God.  
  206. (Laughter.)
  207.          
  208.          Q      Dee Dee, what's the administration's reaction to 
  209. the Japanese $117-billion stimulus package, and will the President 
  210. ask for a part of that when Miyazawa comes on Friday?
  211.          
  212.          MS. MYERS:  Well, I think that the purpose of the 
  213. stimulus package is to get the Japanese economy moving again.  
  214. Obviously, the President has his own stimulus package which he would 
  215. like to see approved by Congress.  But I'm sure they will discuss a 
  216. lot of bilateral issues and economic issues during their meeting on 
  217. Friday.
  218.          
  219.          Q      Will the United States like to see some kind of a 
  220. set-aside so we'd be guaranteed a certain percentage of that 
  221. spending?
  222.          
  223.          MS. MYERS:  Well, again, that's something that the 
  224. President and the Prime Minister will talk about.  They'll talk about 
  225. a number of bilateral trade and economic issues as well as 
  226. international issues like Russia.
  227.          
  228.          Q         sales were down one percent in March for the 
  229. second monthly decline.  Do you have any comment on that and does the 
  230. President feel that those figures reinforce his case for a stimulus 
  231. package?
  232.          
  233.          MS. MYERS:  Absolutely.  I think that all of the 
  234. economic indicators have been mixed in recent weeks and months.  I 
  235. think the President is very concerned that not only has there been no 
  236. job growth in the recovery, but that the recovery itself is not as 
  237. sound as he would like it to be.  I think it clearly reinforces the 
  238. need for a stimulus package to create jobs and to secure the recovery 
  239. at a time when it's, in some sectors, are weak. 
  240.          
  241.          Q      Does the President disagree with the economists who 
  242. say that retail sales were only down because of them losing?
  243.          
  244.          MS. MYERS:  I think there are a number of economic 
  245. indicators which show that the economy -- that the recovery is not as 
  246. robust as people would have hoped, and that it's important to 
  247. reinforce the recovery now.  That's why the President has proposed a 
  248. stimulus package, and that's why he's going to continue to push for a 
  249. stimulus package, and hope that the Senate Republicans will go along.
  250.          
  251.          Q      Do you expect the President to find some way to 
  252. talk about the stimulus package and the bad Republicans as he praises 
  253. one of the nation's Founding Fathers today?
  254.          
  255.          MS. MYERS:   I think he will clearly talk about Thomas 
  256. Jefferson and the Jeffersonian ideals, and I think he will also 
  257. mention some current events.
  258.          
  259.          Q      Majority rule?
  260.          
  261.          MS. MYERS:  Majority rule.
  262.          
  263.          Q      The Wall Street Journal reported that the health 
  264. care report was going to be out May 17th.  Is that accurate?
  265.          
  266.          MS. MYERS:  That's about right.  We're looking at mid-
  267. May.
  268.          
  269.          Q      Can you tell us about the Miyazawa visit Friday, 
  270. what's going to happen?  Is it typical of past heads of state?  Is 
  271. there going to be a luncheon?
  272.          
  273.          MS. MYERS:  It's a working  visit, as opposed to a state 
  274. visit, as have the other visits of heads of state.  I don't have the 
  275. exact schedule on it.  What we'll try to do is a briefing probably 
  276. not until Thursday, but a briefing in advance of the visit.  And as 
  277. soon as we have details on the exact agenda, we'll let you know.

  279.          Q      Joint news conference?
  280.          
  281.          MS. MYERS:  I assume so.  
  282.          
  283.          Q      When Clinton say yes when he means no?  (Laughter.)
  284.          
  285.          Q      When is he going to have a state visit?  I mean, we 
  286. kind of miss the fife and drum corps. 
  287.          
  288.          MS. MYERS:  Soon.  But you can only have one state visit 
  289. per country per administration, so we don't want to spend them all up 
  290. front.
  291.          
  292.          Q      Who gets the first one?
  293.          
  294.          Q      What's it going to be?  Zimbabwe?  (Laughter.)
  295.          
  296.          MS. MYERS:  Helen, we thought we'd let you pick.  So why 
  297. don't you let us know what country you'd like us to start with?  
  298. (Laughter.)
  299.          
  300.          Q      Any travel plans?  Anything on the travel agenda? 
  301.          
  302.          MS. MYERS:  No details.  No specific decisions.
  303. travel agenda?
  304.          
  305.          Q?        Is there something being cooked up?
  306.          
  307.          MS. MYERS:  No.  There's nothing planned as of right 
  308. now.
  309.          
  310.          Q      Undetailed?
  311.          
  312.          MS. MYERS:  I don't think so.
  313.          
  314.          Q      Is it true there are 2,500 unfilled top jobs or 
  315. sub-Cabinet and so forth?  
  316.          
  317.          MS. MYERS:  I don't have the specific breakdown on that.  
  318. As you know, we're moving quite quickly now, announcing appointments 
  319. every single day, and working with Congress to try to get the 
  320. hearings of people that need confirmation scheduled and move forward 
  321. with that.  So I think we're making good progress on that.  It is 
  322. time-consuming.  It does take quite a while to get all those 
  323. appointments worked out, but we're making good progress.
  324.          
  325.          Q      Where's campaign finance reform?
  326.          
  327.          MS. MYERS:  We're working on it.  We expect --
  328. (laughter.)
  329.          
  330.          Q      Making good progress, right?  It takes time?  
  331. (Laughter.)
  332.          
  333.          MS. MYERS:  We're making good progress, but these things 
  334. take time.  (Laughter.)
  335.          
  336.          Q      When we have something to announce we'll let you 
  337. know.

  339.          MS. MYERS:  When we have something to announce we'll let 
  340. you know.  We expect something soon.  (Laughter.)
  341.          
  342.          Q      Let me stay along this line for a moment.  
  343. (Laughter.)

  345.          Q      Why bother?
  346.          
  347.          Q      To establish a record; that's why.  We want it in 
  348. the record.
  349.          
  350.          Q?        Community development banks, something that the 
  351. President talked about a lot in the campaign, as well as enterprise 
  352. zones -- HUD say's that all of the top on this has been shifted over 
  353. to the White House and the White House is coming up with the 
  354. proposals on this.  Can you fill me in on what is being done?
  355.          
  356.          MS. MYERS:  On community development banks and 
  357. enterprise zones?  We're working with different agencies.  I don't 
  358. have a specific timetable for announcements on those issues.  Let's 
  359. talk about this maybe in a little more detail afterwards.
  360.          
  361.          Q      Dee Dee, what does the President feel about the POW 
  362. document that was discovered in the Russian -- in the former Soviet 
  363. Communist Party archives?
  364.          
  365.          MS. MYERS:  Well, as you know the administration did not 
  366. obtain a copy of that until April 8th.  DOD is reviewing it now.  I 
  367. think the President is interested in hearing their analysis of the 
  368. document.  And as we said, General Vessey will certainly speak with 
  369. the Vietnamese about it as a first order of business on his trip 
  370. there later this week.
  371.          
  372.          Q      What is the administration's position going to be 
  373. about the IMF funding for Vietnam this week?
  374.          
  375.          MS. MYERS:  We're reviewing it.  We don't have a 
  376. decision on that yet.  
  377.          
  378.          Q      Does he consider the document authentic?
  379.          
  380.          MS. MYERS:  That's one of the things that we're looking, 
  381. checking to see.  Obviously, he's concerned about it, and we're 
  382. taking a good, long look at it.  
  383.          
  384.          Q      Do you have doubt that it's authentic?
  385.          
  386.          MS. MYERS:  We just want to -- we're reviewing it now.
  387.          
  388.          Q      Senator Kerry said last night that he doesn't doubt 
  389. the authenticity, but he doubts -- or he has questions about the 
  390. accuracy; that it could be an authentic document that misreported 
  391. what was going on on the ground.
  392.          
  393.          MS. MYERS:  Clearly, that's among the possibilities.  
  394. That's why we're reviewing it now.  
  395.          
  396.          Q      Could you check for us what is the number of 
  397. unfilled jobs at this point?
  398.          
  399.          MS. MYERS:  I don't know if we'll be able to get a 
  400. specific number, but I'll check.
  401.          
  402.          Q      Well, within a hundred or so.
  403.          
  404.          Q      Has the President received the report yet from the 
  405. Bosnia team?
  406.          
  407.          MS. MYERS:  No.
  408.
